MARINA Requirements for OIC-EW License, Certification, and Revalidation

Obtaining an OIC-EW (Officer-In-Charge of Engineering Watch) license, certification, or re-validation in MARINA is sometimes confusing. That’s why we need a summarized list of documentary requirements based on MARINA’s STCW Circular No. 2014-09. Feel free to check the licensing, certification, and re-validation requirements below.

LICENSURE:

  1. Accomplished OIC-EW Licensure Examination Form
  2. Birth certifcate showing that the candidate is not less than 18 years of age (NSO authenticated);
  3. Approved seagoing service on ships of 750 kW propulsion power or more:
    1. Not less than 12 months as part of an approved education and training program, as Engineer Cadet, Engineer Apprentice, or otherwise as a trainee for certification as OIC-EW; OR
    2. Not less than 36 months in the engineering department;
  4. Approved Training Record Book (TRB) as proof of onboard training that meets the requirements of Section A-III/1 of the STCW Code, if in compliance with 2.1
  5. Daily Journal of Engine-room Watchkeeping Duties (DJEWD), as proof of engine watchkeeping duties under the supervision of the chief engineer officer or a qualified engineer officer for a period of not less 180 days, or its alternative, as outlined in STCW Circular 2014-2
  6. Valid Medical Certificate, which shall not be more than 2 years from the date of issuance, from DOH-accredited clinic/hospital with QSS in place, in accordance with Regulation I/9 of the STCW Convention; and
  7. Transcript of records with S.O. Number, from an accredited MHEI, as proof of succesful completion of the approved education and training program that meets the standard of competence specified in Section A-III/1 of the STCW Code, or as otherwise approved by the Administration.

CERTIFICATION:
  1. Accomplished OIC-EW Certification Form
  2. Theoretical examination result
  3. Practical Assessment
  4. Assessment of competence in Basic Training
  5. Assessment of competence in Proficiency in Survival Craft and Rescue Boat other than fast rescue boat
  6. Assessment of competence in Advance Fire fighting
  7. Assessment of competence in Medical First Aid
  8. ERS with ERRM
  9. Proof of successful completion in High-voltage installations
  10. Proof of successful completion in Control Engineering
  11. Approved seagoing service on ships of 750 kW propulsion power or more:
    1. Not less than 12 months as part of an approved education and training program, as Engineer Cadet, Engineer Apprentice, or otherwise as a trainee for certification as OIC-EW; OR
    2. Not less than 36 months in the engineering department;
  12. Valid Medical Certificate, which shall not be more than 2 years from the date of issuance, from DOH-accredited clinic/hospital with QSS in place, in accordance with Regulation I/9 of the STCW Convention;
  13. Transcript of Records with S.O. Number, from an accredited MHEI, as proof of successful completion of the approved education and training program that meets the standard of competence specified in Section A-II/1 of the STCW Code, or as otherwise approved by the Administration.

REVALIDATION:
  1. Assessment of Competence (Basic Training, Proficiency in Survival Craft and Rescue Boats other than fast rescue boats, Advance Fire Fighting and Medical First Aid)
  2. Approved Seagoing Service
  3. Valid Medical Certificate, which shall not be more than 2 years from the date of issuance, from DOH-Accredited Clinic/Hospital.
